Programs
The West Virginia Municipal League provides a wide range of programs and services to strengthen the ability of city officials to serve their communities. Many of the programs are supported by WVML dues revenue and are made available to city officials at no cost. Revenue Collection Program

The West Virginia Municipal Revenue Collection Program, a West Virginia Municipal League member service, is a one-stop source concerning municipal revenue administration, procedures, policies and issues.  

 
About the Services
The Program undertakes unified and coordinated reviews and audits of select multijurisdictional accounts to determine whether there is underreporting and whether accounts are remitting taxes and/or fees under an improper classification. The Program will identify businesses that are not currently in the municipality’s revenue payment system, establish liabilities and collect revenues due. To provide security to the municipality, all payments made by discovered accounts are deposited to a lockbox maintained by a financial institution from which proper amounts are distributed to participating municipalities in the Program. 
 
Claims
The Program will manage and process all claims on your behalf.  We will immediately notify you of any claims that arise.
 
Recordkeeping
We will retain copies of returns filed with us but will also provide returns to the Municipality.

Unemployment Program

The Municipal Unemployment Insurance Program offers cost control, legal counsel and claims processing for Municipal employers.  Over 20 successful years of operation saving the cities thousands of dollars in insurance premiums and unwarranted claims.  The program safeguards against costly mistakes and alleviates the cities of lost administrative time in the Unemployment office attending hearings.  Proper case management combined with a minimum savings of 10% below the state's current base premium rate, are the key drivers in it's proven success.


How do I join?
Because State Law calls for notification of withdrawal by November 30 of any calendar year, the window for entrance must coincide with that date.  Municipalities who elect to leave the state program and enter the WVML Program must do so in the last quarter of the calendar year, but before November 30 in any case.  Cities are then eligible to enroll in the League's Program, with the effective date of coverage to commence on January 1 of the following year.  Forms for the State withdrawal and League enrollment are available through the League Office.


About the Benefits
The benefits offered through the WVML Unemployment Insurance Program were created for the distinctive needs of municipal government. 

Claims Processing

The program will manage and process all claims on your behalf.  Individually evaluated to assure cities that only legitimate claims are charged under State regulations. Employers are notified of all claims.


Recordkeeping
Employer liability will be calculated and recorded on a case by case basis.  Inaccurate charges will be appealed with a request for credit.  Follow through will be made with appropriate state agencies to protect the municipality's interest.


Endorsed Property/Casualty Insurance Program

The Primary Goal of the League’s Program Services Board is to operate and endorse programs that provide cities a cost savings and/or reduction in administrative budgets.  With the endorsed Insurance Program, member cities enjoy a program designed specifically for cities without being forced to fit into a program that does not have needs or budgets in mind.

League Leasing Program

The Municipal Lease/Purchase Agreement was developed as a financing alternative to cash purchases and the outright issuance of long-term municipal bonds. The use of municipal leasing by state and local finance officers has increased substantially over the last several years because of the flexibility of the lease purchase as a financing instrument and the ability to spread the cost of the equipment or capital asset acquisition over a period of time.

The Municipal Lease/Purchase Agreement is in effect an installment purchase agreement whereby the municipality acquires title to the equipment. The municipality makes periodic lease payments of principal and interest. Upon receipt of the final payment, a bill of sale is released to the municipality, free and clear of any lien or security interest.

The Municipal Lease/Purchase Agreement can be set on monthly, quarterly, semiannual or annual payments. This flexible payment mode will allow the municipality to plan their budget in a more realistic way. The municipal lease is also subject to annual budgeting appropriations. The municipality has the right to terminate the lease if nonappropriation for the equipment being leased should occur.

Lease purchase financing can work for numerous municipal and governmental entities. They include:

What can I lease/purchase?
West Virginia Municipal League Leasing can finance fire trucks, emergency vehicles, waste disposal trucks, police cruisers, dump trucks, back hoes and other equipment. We can also finance new utilities, sewer and water lines, health clinics and other facilities, all vital to your operations.

Why use lease financing?

Leases are used to conserve capital and avoid legal restrictions on the use of general obligation debt. Because the typical lease purchase does not create an ongoing legal obligation for the lessee, the transaction is often not subject to constitutional limitations, voter approval or competitive sale requirements. Also, some governments feel more comfortable using the lease option for certain types of projects, such as equipment.
