WVML NEWS REGARDING PERS INCREASE FOR FY 2011

All employer participants in PERS will see an employer contribution increase to 17% beginning July 2010. This action has been taken to help make up for the losses in investments but the increase to 17% is only expected to be in effect for one year.

Originally, the projected increase was going to be 20% but in working with the actuary and crunching the numbers, it has been decided that 17% will be adequate.

Is there going to be an employee contribution increase? The Consolidated Public Retirement Board does not have the authority to increase employee contributions, only employers'. Only the Legislature can increase employee contributions.

 
City Recorder’s Assistant

The City of St. Marys is accepting applications for the full time position of City Recorder’s Assistant.  Applicant must have an accounting background and possess a working knowledge of payroll and labor laws as they relate to payroll.  Must have technology skills with the ability to adapt to new business and office hardware and software platforms including a thorough understanding of MS Office Software and Excel.  Possess excellent written and oral communications skills.  It is preferred that residency within Pleasants County be established within six months of employment.  Salary is negotiable depending on qualifications.  Benefits include paid health, dental, vision, life, and short term disability insurance, paid holidays, vacation, and sick leave.  Retirement is through WV Public Employees Retirement System.  Applicants are subject to a thorough background investigation, including the verification of references.  Submit applications/resumes along with salary expectations to:

CHIEF OF POLICE POSITION

The City of Spencer, WV is accepting resumes for the position of Chief of Police.  This position would require interested parties to be a graduate of the West Virginia State Police Academy or equivalent, and also have a minimum of (5) years experience.

All past experience, including any supervisory positions held will be reviewed and references required.  This position will pay $30,000.00 - $35,000.00 with benefits.  All resumes with references can be mailed to the City of Spencer, Office of the Mayor, 116 Court Street, Spencer, WV  25276 and will be accepted thru March 15, 2010.

MUNICIPAL PENSIONS PROPOSAL

After a meeting with stakeholders and the Governor yesterday, we are told the bill will be part of a special legislative session in November.  As it is permissive, all stakeholders are in agreement with the language.

The League is in a position to support the bill and work for its passage as a first step for change.  As we understand, this may not be beneficial for every plan in the state.  Each city will need to have your numbers ran by an actuary to determine this.  Working from the premise of a new 40 year amortization is not enough to determine the facts for your decision.  Actuaries must look at the total picture of new plans for new hires, longevity, etc to make an accurate determination.

Since it is permissive, there will be no need to make quick decisions or knee jerk reactions before the bill passes.  From what we are hearing from members who have had the numbers crunched by actuaries, some plans benefit others do better under the current method.

Our approach is to ask for the authority to allow cities to make the decision.

Candidate must become a resident of the city, and have experience in law enforcement on a command level.

A college degree is preferred, but not required.
