The League, represented by Lisa Dooley and Suzan Singleton met with the DMV and Tax Commissioners, staff and an IT group to work on implementation of SB 435, authorizing the offset of State Income Tax refunds for delinquent municipal court fees.
The League, represented by Lisa Dooley and Suzan Singleton met with the DMV and Tax Commissioners, staff and an IT group to work on implementation of SB 435, authorizing the offset of State Income Tax refunds for delinquent municipal court fees.
As you remember, the bill was passed in 2005 with a start date of 2006. Because of inadequate technology, the League agreed to push the effective date back until the state had upgraded its computer systems to handle the administration, establish the offset from refunds, and collection of these delinquent fees. The system has been upgraded and after the Legislative Session, work began on the development of the software program.
The IT folks working on the State’s hardware and software are also building the municipal system to allow the implementation of the Legislation. The group is meeting with and gathering information from both small and large municipal courts to assure the system will handle all sizes.
In the mean time, the Tax Commissioner is drafting rules for implementation of the system; however the July 1, 2008 start date will undoubtedly have to be pushed back. Once the rules are drafted, we will then look to finding a new effective date. We will continue to update you with any changes.
