Recently, HUD signed a letter with the Department of Labor that identifies one potential area of collaboration. The  HYPERLINK "http://portal.hud.gov/pls/portal/docs/PAGE/RECOVERY/TRANSPARENCY_RESOURCES/DOL%20-%20HUD%20WIB%20PHA%20LETTER%20FINAL.PDF" letter, which HUD Secretary Shaun Donovan and Labor Secretary Hilda Solis sent to public housing agencies and Workforce Investment Boards, announces new efforts to bolster training and employment opportunities for residents of HUD-assisted housing. In the letter, the secretaries urge public housing agencies and Workforce Investment Boards to work collaboratively to identify opportunities to train and place public housing residents into jobs created by PHAs Recovery-funded capital improvement projects. The Recovery Act provides $13.6 billion in HUD housing and community development programs and $3.9 billion in DOL employment and training programs. In addition to suggesting some specific actions that can be taken, the letter notes the two agencies stand ready to assist in this collaboration. Green Jobs In late June, the Department of Labor announced that it would be releasing $500 million in grants to fund projects that prepare workers for green jobs in the energy efficiency and renewable energy industries. The awards would be made in five different categories including four that would serve workers in need of training through various national, state and community outlets: Energy Training Partnership Grants; Pathways Out of Poverty Grants; State Energy Sector Partnership and Training Grants; and Green Capacity Building Grants. The fifth competition, for State Labor Market Information Improvement Grants, would fund state work force agencies that will collect, analyze and disseminate labor market information and develop labor exchange infrastructure to direct individuals to careers in green industries. HHS Community Health Centers The Department of Health and Human Services, also in late June, announced the release of $851 million in Capital Improvement Program grants to Community Health Centers. The centers, which provide preventive and primary care services at more than 7,500 delivery sites around the nation, will be able to address immediate and pressing health care facility and equipment needs and increase access to health care for millions of Americans, especially those who were recently laid off and do not have access to health insurance. According to the Department of Health and Human Services, more than 650 centers will use the funds to purchase new equipment or health information technology (HIT) systems, and nearly 400 health centers will adopt and expand the use of electronic health records. EECBG Application Deadline Extended The Department of Energy has extended the deadline for application for the Energy Efficiency and Conservation Block Grant (EECBG) until August 10 at 8 p.m. Eastern Time. This extension will not delay the processing of applications that were submitted by the initial deadline of June 25. DOE encourages applicants to apply as early as possible. DOT TIGER Grants The Department of Transportation (DOT) recently announced guidelines for a $1.5 billion competitive grants program for state and local governments for projects with significant long-term impact for the nation, metropolitan area or region. Eligible projects include highways, bridges, public transportation, passenger and freight rail and ports for projects between $20 million and $300 million. The grants may cover up to 100 percent of the costs, but priority will be given to projects where the federal funds complete the financing of the project. Criteria include the project's contribution to economic competitiveness, sustainability, livability, job creation and economic stimulus, partnership and innovation, among others. High Speed Rail DOT's Federal Railroad Administration (FRA) also has released guidance for the high speed intercity passenger rail program. The initiative calls on state officials in each of the seven corridors identified to submit plans for high speed rail investments. FRA held hearings across the country in early June to help develop guidelines for the $8 billion program. The high speed rail initiative seeks to identify and fund a long term program to plan and build a national network of interconnected passenger rail corridors. The outreach sessions included 1,200 participants in regional sessions. The first set of applications are due to FRA by August 24. Preferred projects will improve mobility, options, service, convenience and safety and efficiency, promote economic recovery and development through job creation and revitalization of industrial manufacturing, contribute other public benefits such as environmental quality and livable communities and include sustainable regional cooperation and partnerships and leverage local, state, private sector and existing railroad resources and investment. Build America Bonds State and local governments have started to issue Build America Bonds (BAB), a new form of debt created by the economic stimulus plan for public improvement projects. As of June, 45 percent of the taxable debt's proceeds have been earmarked for general public improvement projects, 30 percent have gone to transportation and 16 percent to education, according to the Municipal Securities Rulemaking Board. Approximately 84 issuances have occurred to date totaling almost $12 billion. Issuance of the bonds is limited to infrastructure improvements. The bonds offer issuers a direct federal payment equal to 35 percent of interest, which helps keep debt costs low. The IRS issued  HYPERLINK "http://www.irs.ustreas.gov/pub/irs-drop/n-09-26.pdf" Notice 2009-26, which provides guidance BABs to enable state and local governments to begin using this program. This notice includes guidance on eligible types of projects and financings, initial implementation of the direct federal subsidy payment procedures, elections to use this program and information reporting for this program. In addition, the IRS released a new form to claim the federal subsidy payment. BABs can be issued in 2009 and 2010. There is no volume limitation on the amount of eligible bonds that can be issued during this period. First Wave of Broadband Funds The U.S. Department of Agricultureand Department of Commerce announced the availability of $4 billion in American Recovery and Reinvestment Act loans and grants to help bring broadband service to un-served and underserved communities across America. This is the first round of Recovery Act funding aimed at expanding broadband access to help bridge the technological divide and create jobs building out Internet infrastructure.
