The Position:

 

The Finance Director works under the direction of the City Manager’s Office and is responsible for the comprehensive financial operation of the City. They are responsible for annual budgeting, preparation of the Capital Improvement Program, financial reporting, revenue collection, risk management and insurance, cash and debt management, pension funds, Tax Increment Financing (TIF) districts, and active supervision of the Finance Department and day-today operations. As the Finance Department is often the primary contact a resident or business taxpayer has with City personnel, it is imperative that the Finance Department make it a positive experience, while ensuring that all aspects of the City’s financial administration are performed in an efficient and equitable manner. The Director works collaboratively with the city’s management team, City employees, City Council, various boards and commission, tax and fee payers, vendors, and others and provides them with financial advice and recommendations related to City programs and services. The Finance Director must perform duties in compliance with City Code, State Regulations, and departmental policies and directives.

Essential Duties and Responsibilities:
• Directs finance department and supervises
Financial Reporting Manager, Compliance
Manager, Revenue Manager and Administrative
Assistant/Business Licensing Clerk
• Trains, evaluates, disciplines, and hires new staff
• Promotes a consumer-friendly environment
• Work closely with department managers on projects to build a culture of continuous improvement
• Directs monthly, quarterly, and annual financial reporting
• Reviews and approves monthly reports for all funds
• Prepares City annual report
• Oversees and reviews ClearGov and/or OpenGov financial transparency portals
• Makes presentations to City Council, boards, and other stakeholders as necessary
• Prepares and administers the City budgets and 5-year capital improvement plan
• Ensures compliance with WV State Auditor requirements and City Charter requirements
• Involves Department Heads and other stakeholders in process
• Provides strategic financial input to City Manager relating to revenues, expenditures, capital needs, and recommendations
• Prepares proposed and adopted final budget
• Directs the financial operations of the City by an established enterprise accounting system and by financial policies and procedures
• Approves all purchase orders and payment requests of $25,000 or more. Ensures budget appropriations and other requirements are met
• Handles cash management and manages banking relationships
• Oversees the investment of City funds
• Manages and administers all debt obligations of the City, Boards, and Commissions
• Works with bond placement agents and bond counsel on new bond issues, refunding bond issues, and other matters as necessary
• Plans for and makes recommendations on funding capital projects as needed
• Report to management and boards on bond status
• Directs financial grant obligations and receipts
• Oversees vehicle fleet management program
• Administers and financially manages the City’s five TIF districts
• Prepare TIF annual reports for submission to the WV Development Office
• Assists HR with the annual life and health insurance renewal
• Seek out cost control measures
• Project annual costs for premium calculations
• Meet with broker to track progress during year
and plan for next open enrollment
• Directs property and liability insurance renewal and workers comp renewal
• Manage insurance relationship
• Facilitate underwriting visits and meetings
• Provide requested information for insurance renewals
• Make coverage recommendations as deemed necessary
• Manages and prepares for City-wide annual audit
• Oversees and manages internal controls to protect City assets
• Ensures City is in compliance with Generally Accepted Accounting Principles (GAAP) set forth by the Governmental Accounting Standards  Board (GASB)
• Serves as treasurer for each of the City’s three pension plans (Employee, Police and Fire)
• Oversees and manages all administrative functions
• Reviews all new retiree pension calculations
• Prepare and certify annual reports and State surtax payment requests
• Attends and participates in all board meetings
• Serves as Ex-officio treasurer and financial advisor for BOPARC. Attend monthly board meetings providing financial updates. Provide financial guidance on capital projects and budget
• Serves as treasurer and financial advisor for the Morgantown Parking Authority
• Establishes and maintains written Financial Management policies and procedures
• Attends and participates in weekly City Manager meetings
• Performs other work-related duties and projects as assigned by the City Manager and Assistant City Manager Qualifications: The requirements listed below are representative of the knowledge, skills, and abilities required to perform this position.
Knowledge, Skills, and Abilities:
• Knowledge of the theory, principles, techniques, and practice of government budgeting.
• Knowledge of federal, state and local laws, ordinances and codes pertaining to municipal financing.
• Knowledge of principles of personnel management, including supervision, training, coaching, and performance evaluation.
• Knowledge of Microsoft Office, email, accounting software and internet browser programs.
• Ability to think strategically and analyze situations to understand the impact decisions will have on the City.

Minimum Qualifications:
• Five (5) years of progressive responsibility in a financial management position.
• Must be a Certified Public Accountant or have an equivalent combination of education and experience.
Education: A Bachelor of Science or Bachelor of Arts from an accredited College or University in Accounting, Finance, Business Administration, or related field.
Preferred Qualifications: Two (2) years of government related financial experience. Customer service experience. Intermediate user of Microsoft Excel, Word and Outlook. Contact with Public and Officials: This position frequently communicates with city management, department heads, city council, boards, citizens, business owners, and other partied concerning financial related matters. Working Conditions/Physical Requirements: While performing the duties of this job, the employee is regularly required to type, file or lift office supplies up to 20 pounds. The employee is frequently required to sit, stand, talk and hear. Equipment Used: General office equipment is frequently used, including but not limited to computers, laptops, telephone and cell phone, printers, scanners, copiers, and cameras. The Ideal Candidate: The ideal candidate should have extensive knowledge and experience in financial management. Knowledge of the government budget process would be extremely beneficial in this position.
