PURCHASING DIRECTOR

NATURE OF WORK


This is a responsible technical and administrative position in the large-scale purchases of equipment, services, and supplies for the City of Huntington.


Work involves the responsibility for the proper execution of purchasing activities and the procurement of services, supplies, materials, and equipment of desired grade and quality at prices most favorable to the City. Work involves frequent contact with vendors and department officials on purchasing procedures. Work is performed under the general direction of the City Manager.


ESSENTIAL DUTIES AND RESPONSIBILITIES


Plans, organizes, and directs all programs and activities as described in Article 107 of the Codified Ordinances of the City of Huntington.


Supervises and participates in activity of obtaining quotations, preparing tabulation of quotes and placing orders for services, materials, supplies, equipment, and construction contracts.


Posts and receives bids electronically via online bid system.


Coordinates pre-bid and post-bid conferences and pre-construction and post-construction conferences.


Contracts for purchase of supplies, materials, equipment, and service contracts in accordance with City ordinances.


Reviews purchase requests and makes decisions on methods of purchasing and preparing specifications.


Consults with departmental officials in regards to the purchase of services, supplies, materials, and equipment and makes recommendations relating thereto.


Maintains inventory of inland marine and vehicular equipment.


Transfers City-owned property between or to the departments.


Corresponds with vendors.


Coordinates insurance coverages for the City’s risk management programs.


Approves or disapproves quality of merchandise and suitability of bids.


Holds electronic auctions for the sale and disposal of property and equipment.


Upon request, assists other municipal and public agencies with purchases.


Maintains state contracts for use by the City when financially advantageous.


Assists in preparing budget requests for the Division’s operations.


Solicits small and disadvantaged businesses via US Postal Service or email regarding various bids.


Coordinates with the IT Division regarding computer needs for the Purchasing Division.


Directs the preparation and maintenance of necessary records and reports.


Attends and makes presentations at City Council work sessions and meetings.


Serves as a member of the City’s Property/Casualty Committee to assist in reducing costs.


Promotes courtesy and professionalism throughout the City of Huntington.


Other duties as assigned.


MINIMUM QUALIFICATIONS


Graduation from an accredited four-year college or university with major course work in finance, accounting, business administration, or closely related field; minimum of three (3) years of experience as an administrator in public procurement; or any equivalent combination of education and experience.


NECESSARY KNOWLEDGE, SKILLS AND ABILITIES


Thorough knowledge of purchasing methods and procedures, including buying, inspection, storage and shipping methods.


Thorough knowledge of sources of supply, markets and price trends.


Considerable knowledge of office management principles and practices in regards to purchasing procedures.


Considerable knowledge of the laws, ordinances and other requirements governing the purchase of commodities for the City.


Skill in the operation of a computer and other standard office equipment.


Ability to act impartially and objectively in making recommendations.


Ability to communicate effectively, both verbally and in writing.


Ability to establish and maintain effective working relationships with officials, employees, vendors, and the general public.


Ability to handle confidential information and matters in a discreet and professional manner.


SPECIAL REQUIREMENTS


Valid driver’s license from state in which employee resides.


TOOLS AND EQUIPMENT USED


Motor vehicle, telephone, computer, printer, scanner, calculator, and copy machine.
