4.         SALARY:                           $50,892.00


5.         GENERAL DESCRIPTION OF THE POSITION:


This is a highly responsible administrative and technical position involving responsibility for oversight of various projects and duties within the City’s Planning and Development Department.  Duties include developing and continuous evaluation of current zoning matters and formations of practice to accomplish final land use plan; planning the implementation of various programs and projects for the City; and enforcement of subdivision regulations and zoning control.  The individual in this position will assist the Director of Planning and Development in the area of grant research, application administration, and monitoring.  The person in this position will work directly with businesses and residents on various planning and zoning issues.


6.         DUTIES OF THE POSITION (ILLUSTRATIVE ONLY):


Interprets and applies applicable state, county and local codes, ordinances and regulations; Initiates actions necessary to correct deficiencies or violations of regulations; Assists with updates and maintenance of Comprehensive Plan and land development regulations; Conducts review of various development applications including plats, permits, site plans, variance requests, rezonings, annexations, and abandonments; Conducts extensive research in specific or general project areas; Writes and presents formal and technical reports, working papers, and correspondence; Identifies community problems, issues, and opportunities in particular neighborhoods that could be mitigated through better community planning; Develops long range plans for communities with common developmental issues; Develops strategies to promote economic and community development or efficient land use consistent with community goals; Evaluates adequacy of community facilities in meeting current and projected needs; Recommends priorities, schedules, and funding sources to implement public improvements plan; Writes, or assists in writing, a variety of ordinances and regulations relating to development controls; Attends substantial number of evening and weekend meetings to include but not limited to the Board of Zoning Appeals, Planning Commission, Historic Preservation


 


Review Commission, neighborhood meetings, project meetings, and City Council; Coordinates capital improvement projects; does related work as assigned and required.


7.         DESCRIPTION OF SUPERVISION RECEIVED/GIVEN:


The incumbent is supervised by the Director of Planning and Development, and will provide supervision to the other staff within the department.


8.         KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR PERFORMANCE OF THE WORK:


Well-developed knowledge of planning principles and practices; In-depth knowledge of one or more planning specialization, such as land use planning/zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development; Knowledge of principles, methodology, practices of research and data collection; Knowledge of effective writing techniques; Knowledge of or experience in community remediation and redevelopment, and knowledge of relevant Federal programs; Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations; Knowledge of computer programs and applications, which may include Microsoft Office, Internet applications, econometric or transportation modeling, and database management; GIS programs and applications.


Oral communication and interpersonal skills to present research findings to various boards and committees; Creative problem-solving skills to gather relevant information to solve less well- defined practical problems; Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions; Group facilitation skills for use with community workshops; Ability to work on several projects or issues simultaneously; Ability to work independently or in a team environment as needed; Ability to attend to details while keeping big-picture goals in mind; Effective written and verbal communication skills; Ability to facilitate in-person and virtual public participation activities.


9.         EDUCATION AND/OR EXPERIENCE REQUIREMENTS:


This position requires a minimum of a Bachelor Degree from an accredited four-year college or university in planning, public administration, architecture, landscape architecture, civil engineering, or other related degrees. Five years or more of work experience in a related field and a minimum of a Bachelor Degree in an unrelated field may be considered eligible. Requires a valid driver’s license.


10.       PHYSICAL REQUIREMENTS:

The noise level in the work environment is that of a typical office.  While performing the duties of this job, the employee is regularly required to sit at a desk for prolonged periods of time; use hands and fingers to file, write, answer phone and for use of computer keyboard, copy machine and other miscellaneous office equipment.  Employee must be able to reach with hands and arms; talk clearly, hear and be able to speak publicly. The employee is occasionally required to stand, stoop, climb stairs, walk on uneven surfaces, kneel, crouch or crawl.  The employee must be able to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.  Work is primarily conducted indoors.
